I dont think so -- Dell and the other mass manufacters get bulk pricing for things like computer cases which means it would be too expensive to sell painted cases which you originally bought. You would have to paint cases people already own. you might get a niche market if you are really good but Dell and the other mass manufacters could do it cheaper than you if they found that there was enough money or market share in it for them.
There is and it has a name: PC Modders
If you came up with something under the PC Modders Group you would sell to tigerdirect and newegg and Fry's; there is a market.
There's a market for all sorts of crap. You probably could make a reasonable living making and selling bespoke artisan computer cases but you are not going to become rich doing it.

Bu you must remember that the ';Big Guys'; can under-cut your price by buying in bulk.
